This is an InstallShield runtime error message. It appears to be having problems finding the Windows folder on your system.

In your case It appears that it is having problems with or finding the setupdll.cpp file.
It may not be getting copied to your system from the CD during the install process. Check your CD for any fingerprints, dirt, smudges, or scratches. Clean (carefully with a soft cloth) any dirt you find by wiping from the center hub to the outer rim across the CD surface.
Next, clear out your Windows TEMP folder. The installer dumps files there during the install and if that is full or cluttered an install may fail.
