Analysts also seem to be in agreement that a

tale stavek pač izraža prisotnost sistema zavor in ravnotežja (sodstvo, parlament...) tako da imajo na podlagi tega akterji ki bidajo v javno zasebnem partnerstvu lažje možnosti...ampak za besedo ridership je samo en prevod to je uporabniki javnih storitev. Če nadaljujem "uporabniki javnih storitev" ocenjujejo no tu se pa zgubim.

Redkeje omenjena a enako pomembna je prisotnost zavor in ravnovesij med vpletenimi v usklajevanje ocen stroškov in količine potnikov in institucionalizacijo drugega strokovnega mnenja proti pobudnikom in prejemnikom projektov med preverjanjem ponudb in pred podpisom pogodb.

Verjetno je za "counter-expertise" tudi v slovenščini kakšen zavarovalniški termin, ki se pravilno prevaja drugače kot sem ga jaz - na zavarovalništvo se v slovenščini spoznam premalo.
