PHP iframe - UTF-8 encoding how to?

Imam eno simpl html stran, vkatero je vključen php iframe, kontaktna forma. Problem je, ker mi ne prikazuje šumnikov. Na html strani imam vključen utf-8 encoding. Kako to popravit?

Ce mas iframe potem je obrazec znotraj njega v svojem html dokumentu. Bos moral pogledat tja.

obrazec znotraj njega je na svoji .php strani. Tudi tam sem poskusal dodat tag
<meta http-equiv="Content-Type" content="text/html;charset=UTF-8">, ampak ne pomaga, pa sploh ne vem če je to tak prav, da dodaš html v php, oz. če ma sploh kak učinek to? Ker očitno ga nima no.

ce mas sumnike znotraj PHP tagov potem moras na serverju met instaliran ustrezen locale
