It wasn't the one woman calling ICE. It was that ICE went roaring in, humiliating and shackling the workers. Then, Trump wanted them to train Americans before they were deported.
The Korean tradition stresses business relationships and respect. I've heard it described as "High Context Culture." Hyundai did not have their paperwork in order. Applications for work permits should have been included in the initial negotiations or at least submitted on time. A civilized response would be to send in a team to audit levy fines for any breaches. The executive responsible would be humiliated, and his replacement would be more cautious in the future.
