You can plug a 4 pin 12V cable into an 8 pin motherboard and it will sometimes work properly but other times it won't work at all or will burn/melt the connector.

The 8-pin connector is literally designed as two of the 4-pin connectors put together. It is entirely possible to just plug the 4-pin connector in the 8-pin slot. It won't damage anything, but the motherboard will detect the difference and either not start up at all, or run in a VERY restricted mode. Using an adapter like that would technically get around that problem and let the system run at its full capacity, but it's an unsafe band-aid solution.

Kind of. It may work, but it will likely throttle down the CPU due to power. The 8-pin connector for CPU (the EPS12V Connector, also called EATX12V) is rated for 7 Amps per wire pair (4 pairs at 7 amps = 28 amps), and is rated for 336 Watts maximum (12V * 28 Amps = 336 Watts). The 4–pin connector only has 2 wire pairs, and thus can only carry 14 Amps, for 168 Watts. Depending on the CPU you're using, that may be sufficient, or it might throttle. If you're planning on Overclocking, you'll need the full 8-pins.

(I can't give a categorical answer, so this answer is just general knowledge. You will need to research the specific motherboard and its power connector.)

If your power supply only has a 4-pin connector, it's still quite likely that you can use it in an 8 pin port. If compatible then it will go in on "one side" of the 8-pin connector. This will likely give enough power, but beware over-clocking.

Theoretically, 4-pin should have more than enough power to drive your CPU, but there are too many inconsistent results. Some reports I have seen have done it with no problem, others would shut down under heavy load and still some others would refuse to power on. One needs to try to be sure.
