This heatmap shows the activities of "Sergey Fedotov" (real name Denis Sergeev) in Moscow throughout 2018 from his telecom data. The hotspots of this supposed private citizen include GRU headquarters at Khoroshevskoe Shosse 67B, and the GRU Academy at Narodnoe Opolchenie 50. On 1 March 2018, the hero of our story, Denis Sergeev, booked a flight to London while working from home. On March 4th, Sergei Skripal and his daughter were poisoned.
The next morning, Sergeev/Fedotov got to Sheremetyevo airport at 6am. While waiting for his (delayed) flight, Sergeev got a call from an "Amir", with whom he spoke for a few minutes. He talked a *lot* with "Amir" over the next few days.
Sergeev/Fedotov got into Heathrow at 10:33am local time , then went from Terminal 4 to downtown London. He got to his hotel, near Paddington Station, a bit after noon. Here's a map showing his movement based on his telecom data. The number shows the number of connections. Throughout the trip, Sergeev/Fedotov only called and received calls from one number -- "Amir" from Moscow, with whom he spoke 11 times in two days. This is a very strange number -- best to copy/paste the text from our upcoming article to explain why.

Maj. Gen. Sergeev made a total of 5 trips to Switzerland in the period Nov 2016 through Jan 2018, most of them in the last 3 months before the Skripal poisoning. Often he would not fly directly into Switzerland, but take long decoy detours, for instance via Barcelona. Once in Geneva, he would sometimes take a boat across the lake and "hang out" for hours in the vicinity of WADA's European HQ in Lausanne, or walk around sports arbitration bodies that were adjudicating bans on Russian sportsmen and women.
On Oct 6 2017, Sergeev walked into the Rolex Learning Center in Lausanne (we know that because his phone linked up to an indoor cell tower - we tested it ourselves). Coincidentally, the ex US ambassador to Switzerland was delivering a speech inside that same building at that time

While the NYT statement that no one has "previously reported" on the "purpose" of 29155 may be technically, very narrowly accurate, it's not the first time someone has reported on it through the lens of its GRU activities. As always, Russian journalists reported on this first.
My favorite part of the NYT report is using photos from an old Livejournal post with urban exploration. If you only looked at the internet, the #1 past time of all Russian teenagers is pretending to be in STALKER and taking photos of abandoned buildings.

We, with assistance from @kromark and @pustota, found photographs and videos of Skripal poisoner Chepiga at a GRU commander's daughter's wedding, a year before the Salisbury events, providing further proof that "Ruslan Boshirov" is a seasoned GRU officer.
The wedding was for the daughter of Major General Andrey Averyanov, a high-ranking GRU commander recently unmasked by a @mschwirtz/@nytimes story. Chepiga attended this wedding in 2017 -- a year before the Salisbury poisonings -- and his daughter took part in the wedding ceremony. We found photos and videos from wedding guests, a wedding photographer, and a wedding planning company that all showed Chepiga at the wedding. Additionally, a publicly-shared table arrangement showed that his entire immediate family attended the wedding as well.
The photographs and videos of Chepiga at the wedding are very clear, and show a match to both "Ruslan Boshirov" (thank you for interviewing him in crystal clear HD video, @M_Simonyan!) and Anatoliy Chepiga from his passport photograph. Major General Andrey Averyanov was first mentioned in the @nytimes article -- he is the commander of military unit 29155, of the GRU.
He and Chepiga are quite close, as they were seated together at the wedding, and one of Chepiga's children participated in the ceremony. Averyanov was pretty good at minimizing his digital footprint and covering his tracks, but there are still traces of him talking about his classmates at the Tashkent-based military academy he attended in the 80's.
He also has a patent for a knife design, as he's an enthusiast. But his downfall was putting on a lux wedding for his daughter, which had a small army of videographers and professional photographers who later publicly shared their visual materials to their site's portfolios. Averyanov's son-in-law took down the video of his wedding (showing Chepiga) from his YouTube account. However, don't be alarmed -- we archived it on our site, and it's still on a hotel staffer's account:

- Czech counterintelligence agency (BIS) together with Czech police (NCOZ) dissolved the FSB group in 2018.
- Several Russian citizen and several ethnic Russians who acquired Czech citizenship were ran by the FSB in Prague. They were watched by Czech intel for several years.
- Group consisted of two private companies in Prague, both selling IT stuff. Outside of this cover business, they were conducting offensive cyber espionage operations.
- Their hardware was imported to Prague from Russia using officially accredited cars of Russian diplomats (!)
- Similar groups were operating in other European countries and they were conducting joint operations aganist European targets.

Nov uspeh za Bellingcat. Morilec je Vadim Nikolajevič Krasikov, 54-letni ruski državljan. Junija 2013 je bil glavni osumljenec pri podobnem (kolo) umoru ruskega poslovneža v Moskvi, ujetem na varnostnih kamerah.
Po tem umoru so mu izdali lažno identiteto z notranjim in zunanjim potnim listom ter davčno številko in ga poslali v Berlin.

German federal prosecutors believe Russian intelligence was involved in the August killing of a Georgian citizen and will therefore take over the investigation from local authorities, a legal source said on Tuesday.

“We have evidence that a foreign intelligence agency was behind it and therefore the case is going to be taken over by the federal prosecutor this week,” said the legal source, who asked not to be named as he was not authorized to speak to media.
A suspect was detained shortly after the killing and the newsmagazine Der Spiegel has reported that his passport number linked him to Russian security services.
Berlin prosecutors, who have so far presided over the case, said the suspect had been caught as he tried to dispose of the presumptive murder weapon in the nearby Spree River, along with a bicycle he had been riding.

In previous reports, we had proven that the killer used the fake identity of Vadim Sokolov, 49, which had been fabricated by Russian authorities. No records of such person ever existing could be found, yet he was able to receive state-issued travel documents and obtain an EU visa.
Along with our partners, we looked for "Sokolov"'s real identity for months, using as clues his police mugshot and visa application photo, and the assumption that he had had prior criminal record, based on a characteristic tattoo seen in one photograph.
Our partner @DerSPIEGEL found out that a Russian suspected murderer had previously been sought by Russia via Interpol's red notice, but that his warrant had been revoked in 2015. We began searching for suspects fitting such profile.
Soon enough, we found an odd entry in a Russian leaked database of suspects: a certain Vadim Krasikov was wanted for murder of a businessman committed in June 2013. However, in 2015, Russia stopped searching for Krasikov. We tried to find the status of this warrant in the current Russian police database. We were told that no such record exists, and that Krasikov has never been a registered suspect or offender. We found that very odd.
We then tried searched in open sources for a murder that took place on 19 June 2013. Bingo! We found a Russian entrepreneur had been murdered in Moscow with a hand gun shortly after midnight on that date. But that wasn't the only match....
We discovered that that murder had been perpetrated by a killer who arrived on a bicycle - shot the victim in the chest and head, and left on a bike: a nearly identical modus operandi as the Berlin killer in 2019. Getting a photo of Krasikov turned out to be harder than usual. Most traces of his existence had vanished from current "live" Russian databases. We found out there was no driver's license issued for Vadim. Yet, in open sources we could see he had owned a car. Then, by stroke of luck, we found an archived copy of Krasikov's driver's license that had remained scanned years ago during one of his car sale transactions.
We also approached sources at several law enforcement agencies around Europe asking if they could find an old - now removed - Interpol search warrant for Krasikov. 3 sources confirmed, and gave us archived copies of his Red Notice photo. A match again.
By now we had proven that the bike killer from Berlin was the bike killer from Moscow, and that Russia stopped searching for Krasikov in 2015. Had they arrested him? If so, not for long, as we found airline records showing he traveled extensively from 2016 until his Berlin trip.
So how was it that a murder suspect was allowed to travel extensively within and outside Russia, and then given a fake new identity a month before murdering a person whom Russia had declared a foe? It's a question Moscow will have to answer to German investigative authorities.
As German media reported today, the Federal Prosecutor's Office has taken the unusual step to escalate the murder investigation to a federal level - a step reserved for suspected state crimes. A formal announcement of the step - and its rationale - is expected this week.

Bulgaria's Prosecutor's office announces that GRU officer Sergeev, aka "Sergey Fedotov" + other Russian citizens (identified by @bellingcat and @DerSPIEGEL) rented hotel rooms adjacent to office of poisoned entrepreneur Gebrev, insisted on rooms overlooking parking.
Prosecutors say they've requested FBI help to enhance video footage captured by security cameras, as quality currently does not permit identification. Also requested assistance from UK law enforcement in identifying organophosphate poison used on Gebrev, his son and colleague.
Also say they have stumbled into a procedural deadlock with OPCW who were requested to help identifying the poison, but responded they can do it only based on MFA request, whereas Bulgarian criminal procedure code somehow prevents that.
Notably, the prosecutors say that the key hypothesis for motive (of GRU's would-be killers) were actual arms exports to Ukraine in 2014 and early 2015.
This info from BG Prosecutor is crucial. It eliminates all alternative innocent hypotheses for GRU's coincidental presence in Sofia at the time of Gebrev's poisoning. It also de facto eliminates any alternative hypothesis for the two GRU cathedral-lovers' presence in Salisbury.

The St. Petersburg institute is headed by Sergey Chepur, a 50-year old military doctor and expert in extreme toxicology, with a special interest in the effects of organophosphate poisons on the human body.
(...) telecoms data we obtained shows that key researchers from the institute are integrated with Russia’s military intelligence, including its black-operations unit (a clandestine sub-unit of GRU’s Unit 29155) to a degree that cannot be explained away by purely defensive considerations.
After initially stumbling upon the phone number of the institute’s chairman, Sergey Chepur, in phone call records of Unit 29155’s commander Maj. General Andrey Averyanov, the same number kept popping up in phone records of other members of the black-ops team, including the main suspects in the poisonings in Bulgaria and the UK. This prompted us to obtain Chepur’s own phone records. They showed that he had repeated communication with at least four members of the clandestine team, and that the communications peaked just before undercover international operations undertaken by the GRU officers. Furthemore, the phone records contained metadata showing that Sergey Chepur visited the headquarters of the GRU during what appeared to be preparation meetings on the eve of the 2018 Salisbury operation.
In the period from November 2017 until early March 2018 – when the Skripal poisoning operation would have been planned by the GRU – Chepur spoke repeatedly with members of Unit 29155. He spoke or texted with the unit’s commander, Andrey Averyanov, at least 65 times (the data about these interactions were purged from Averyanov’s phone records but remained visible in Chepur’s phone metadata). In this period he also communicated repeatedly with Maj. Gen. Denis Sergeev, also known under his cover identity of “Sergey Fedotov”, who supervised both the Gebrev poisoning operation in 2015 and the 2018 Skripal poisoning. Chepur also spoke and texted many times with Alexander Mishkin (a.k.a. “Alexander Petrov”), one of the two suspects wanted by UK law enforcement over the Skripal poisonings, as well as with Col. Alexander Kovalchuk. Both Kovalchuk and Mishkin are part of the clandestine-operations GRU team and are medical doctors who graduated from the Kirov medical military academy in St. Petersburg.

The very next day, Mishkin, traveling under the false identity of “Alexander Petrov,” took a flight from Russia to Switzerland, his travel data shows. On the day Mishkin left for Geneva, Col. Anatoly Chepiga – a.k.a “Ruslan Boshirov,” the second suspect in the Skripal poisonings – arrived back from Geneva to Moscow.
... Immediately following Mishkin’s return from Switzerland on January 12, 2018, Sergey Chepur had several calls with Mishkin and his boss Andrey Averyanov, on January 13, 14, 17 and 18. A month before the Salisbury operation, on February 2 and 3, 2018, Chepur was contacted for the first time by Denis Sergeev. Serveev, as we previously reported, oversaw the poisoning mission from a London hotel room, where he kept continuous communication with a burner phone number in Russia.

On 18 January, Chepur took a one-day trip to Moscow and spent the day at the GRU headquarters. Metadata from Mishkin, Sergeev and Kovalchuk’s phone show they were at the same location at the same time. The previous day Denis Sergeev had returned from Geneva where he had spent a week.

Crucially, on February 27, 2018, just three days before the GRU trio departed for London, Chepur flew to Moscow on a one-day trip. Upon arrival in Moscow, he communicated with several GRU officers as well as with members of another research institute, SC Signal. Afterwards, he headed for the headquarters of the GRU where he spent several hours. Sergeev, Mishkin and Kovalchuk were also present at the GRU headquarters at the same time.
Following his three hour stay there, Chepur made two further phone calls to a key researcher from SC Signal. Chepur then moved to the territory of 27th Military Scientific Center at Baumanskaya St. During this visit, which lasted just over an hour, he had several further calls with one of SC Signal’s lead scientists and organophosphates specialists, Victor Taranchenko.
Our hypothesis is that during this day – February 27, 2018 – final preparations for the upcoming assassination mission in Salisbury were made in Moscow, including for the delivery of the poison and the tools for its applicators, to the GRU black-ops unit.

When approached by our team to comment on the possible link between the SC Signal and the Ministry of Defense’s continued program for development of Novichok, the institute’s chairman Artur Zhirov hung up the telephone after hearing the question and without uttering a word. Reached by telephone and asked about his possible involvement in the development of organoposphate poisons, Mr. Taranchenko denied and said he was not even an expert in organoposphates – which appears to be contradicted by his body of published research.
Confronted by phone about his frequent interactions with members of GRU’s Unit 29155, Mr. Sergey Chepur said he had never spoken to any of Alexander Mishkin, Denis Sergeev, or Andrey Averyanov. He also appeared to clearly remember that he did not visit the GRU headquarters on February 27, 2018. Before hanging up, he advised us to “stop lying to everyone including to yourselves”.
