access items via FTP and HTTP (web)

I have really a big trouble... Don't know how to start resolving the problem... Been surfing and looking for hep and nothing usefull...

Ok, situation:
I have multiple users on my ClarkConnect (CC3). I want to set up sistem in a way that every user will be able to upload web page in their own folder. But one user can not access other user's files.

Then I want to access their pages wia http protocol. It means that this should be done so, that these folders have to be supported for apache (php...), and mysql.

Now I please you to show me some sollutions how are this things usually done.
Or you can show me some good documentation about this. I'm quite a newbee so dont know where to start.

(I'm using webmin and terminal (vi, ...))
