Težave s POSTGRESQL 8.0 (TCP/IP)

POZDRAVLJENI

Namestil sem POSTGRESQL 8.0 na WIN XP. Ko preverim delovanje, recimo v komandni vrstici mi javi naslednje:

C:\Program Files\PostgreSQL\8.0\bin>psql -h localhost
psql: could not connect to server: Connection refused (0x0000274D/10061)
Is the server running on host "localhost" and accepting
TCP/IP connections on port 5432?

izsek iz posrgresql.conf:

listen_addresses = 'localhost'
port = 5432

To so pa tudi edini vrstici v postgresql.conf, ki sem jih odkomentiral.

Je težava v moji konfiguraciji ali je prišlo do napake pri sami namestitvi?

Poskušam spremeniti uporabniško ime iz administratorja v navadnega userja......???
start->run-> in poženem: "runas /user:postgres cmd"

pridem v komandno vrstico, kjer me vpraša po passwordu(Enter the password for postgres: (ne vpišem ničesar, samo potrdim))
-ali ga sploh potrebujem(geslo), oziroma saj ga sploh nisem nastavil???)
Ko potrdim geslo(gesla ne vpišem) sem še vedno prijavljen kot administrator.....

nwe zaganjaj programa iz windowsov... najprej start->run, notri napiši CMD in potem zaženi program ki teče v konzoli.
