Today, the National Security and Defence Committee has declassified and published the minutes of the most important high-level meeting of Ukrainian leadership after the Maidan. Much of this information has been already discussed by analysts and the media; but some details are still curious to point out to understand the ensuing political debate in Ukraine and beyond.

On 28 February 2014, as Russia was occupying the Crimea with its troops, officials of the National Security and Defence Council of Ukraine (NSDC) had met in one of the rooms of Verkhovna Rada. As Oleksandr Turchynov, then a parliament speaker and acting president of post-Maidan Ukraine, himself pointed out, the discussion was held in unprotected premises, so the participants would probably be unlikely to cite too sensitive details.

PM Yatseniuk mulled a political settlement with the self-proclaimed authorities in Crimea (fiscal decentralization, language concessions), but admitted Russia would not allow such a settlement.

Prosecutor General Makhnitsky, nominated by the right-wing-populist Svoboda party, claimed that the most his Office could charge Aksenov and Konstantinov with (Russian puppets in Crimea) was “illegal power grab”, not separatism. That nonchalant designation provoked Turchynov’s indignant outburst that they were “terrorists” and “separatists”.

Some participants seemed more concerned with the internal threats to the authorities in mainland Ukraine rather than the Russian aggression in Crimea. For example, deputy PM Yarema (responsible for law enforcement) insisted on immediate arrest of a notorious Right Sector member as a way to show consolidation of power post-Maidan.

Apparently, Yatseniuk was a dove in that discussion with tacit support from his colleagues Yarema and Tenyukh. Tymoshenko also claimed that “we should become the most peaceful nation on Earth and behave like doves of peace”; her only proposal was “holding peace conferences” and writing addresses to Western countries.

Similarly, the then Foreign Minister Deshchytsia implied Visegrad-4 countries (Poland, Hungary, Slovakia, Czech Republic) cautioned him against drastic moves.

Yet the first time when Tymoshenko actually entered the discussion was when Turchynov suggested that Ukraine could request joining the NATO. That’s when Tymoshenko declared that talking of “urgent NATO membership would provoke even bigger Russian aggression”.

Right in the middle of the discussion, the Head of Russian Duma Naryshkin called Turchynov on the phone to “pass threats from Putin”, as Turchynov himself put it. Allegedly, Naryshkin warned that if a single Russian soldier in Crimea was killed, Russia would declare the Ukrainian leadership “war criminals”.

In response to those threats, Turchynov suggested a massive mobilization and transfer of Ukrainian troops from the West and Centre to the Eastern borders. Tymoshenko interrupted Turchynov to claim that a massive panic would ensue as Ukrainians will see “tanks roll across their cities”

Zato so ZDA iz Evrope potegnile več 100 tisoč vojakov, Nizozemska je prodala vse Leoparde 2, Švedska je obdržala točno 0 helikopterjev za protipodmorniško delovanje, itd. itn.. Za to obstaja celo izraz - mirnodobna dividenda.

Naj te spomnim, da so ozemeljske vode in zračni prostor nad njimi - 12NM od kopnega. Švedi so nevtralni in jim NATO nima kaj čuvati zračni prostor...

Naj te spomnim, da je v mednarodnem zračnem prostoru nad Baltikom par ruskih strateških bombnikov s spremstvom izvajalo sumljive manevre. NATO lovci so prišli samo pogledat, kaj dogaja.

A tisto uletavanje ameriških letal okrog otočja Spratley Kitajci tudi smatrajo za vojno napoved?

Ne vem za kaj to smatrajo Kitajci, imajo pa ZDA doktrino, da pravice ob neuporabi propadejo. Zato so celo hladno vojno redno pluli po Črnem morju, in zato sedaj redno preletavajo otočje, ki je še najbližje Filipinom.

Ruske strategije res ne razumem. Konstantno se pritožujejo, kako se NATO približuje in si želijo malih sosed izven (vojaških) zavezništev, varnostnega pasu. Hkrati pa takim sosedam redno kršijo zračni prostor in se na sploh ne obnašajo preveč dobrososedsko

Če ugibam, gre za notranjepolitične potrebe. Pravzaprav si želijo NATA na mejah, saj trenutni sistem za kakršnokoli upanje v dolgoročni obstoj potrebuje zunanjega sovražnika. Mi proti celem svetu, Severna Koreja stajl. Elita uživa, bagra crkuje za njihov blagor.

Napako delaš v tem, da predpostavljaš, da Rusija sploh ima strategijo. Ruska zunanja politika je že vrsto let uperjena v to, da državo čim bolj osamijo in oslabijo. Imaš samo dve možnosti, ali je to notranjepolitična strategija, kar omenjaš spodaj, ali pa Rusija sploh nima nobene strategije in naredi tisto, kar se Putlerju tisti trenutek spomni, da bi rad delal.

Težko bi rekel katera opcija je verjetnejša.

"It was brilliant," says Robert M. Lee, who assisted in the investigation. Lee is a former cyber warfare operations officer for the US Air Force and is co-founder of Dragos Security, a critical infrastructure security company. "In terms of sophistication, most people always [focus on the] malware [that's used in an attack]," he says. "To me what makes sophistication is logistics and planning and operations and ... what's going on during the length of it. And this was highly sophisticated."

According to Lee and a Ukrainian security expert who assisted in the investigation, the attacks began last spring with a spear-phishing campaign that targeted IT staff and system administrators working for multiple companies responsible for distributing electricity throughout Ukraine.

The phishing campaign delivered email to workers at three of the companies with a malicious Word document attached. When workers clicked on the attachment, a popup displayed asking them to enable macros for the document. If they complied, a program called BlackEnergy3--variants of which have infected other systems in Europe and the US--infected their machines and opened a backdoor to the hackers.

The initial intrusion got the attackers only as far as the corporate networks. But they still had to get to the SCADA networks that controlled the grid. The companies had wisely segregated those networks with a firewall, so the attackers were left with two options: either find vulnerabilities that would let them punch through the firewalls or find another way to get in. They chose the latter.

Over many months they conducted extensive reconnaissance, exploring and mapping the networks and getting access to the Windows Domain Controllers, where user accounts for networks are managed. Here they harvested worker credentials, some of them for VPNs the grid workers used to remotely log in to the SCADA network. Once they got into the SCADA networks, they slowly set the stage for their attack.

First they reconfigured the uninterruptible power supply1, or UPS, responsible for providing backup power to two of the control centers. It wasn't enough to plunge customers into the dark--when power went out for the wider region they wanted operators to be blind, too. It was an egregious and aggressive move, the sort that could be interpreted as a "giant fuck you" to the power companies, says Lee.

Each company used a different distribution management system for its grid, and during the reconnaissance phase, the attackers studied each of them carefully. Then they wrote malicious firmware to replace the legitimate firmware on serial-to-Ethernet converters at more than a dozen substations (the converters are used to process commands sent from the SCADA network to the substation control systems). Taking out the converters would prevent operators from sending remote commands to re-open breakers once a blackout occurred. "Operation-specific malicious firmware updates [in an industrial control setting] has never been done before," Lee says. "From an attack perspective, it was just so awesome. I mean really well done by them."

Sometime around 3:30 p.m. on December 23 they entered the SCADA networks through the hijacked VPNs and sent commands to disable the UPS systems they had already reconfigured. Then they began to open breakers. But before they did, they launched a telephone denial-of-service attack against customer call centers to prevent customers from calling in to report the outage. TDoS attacks are similar to DDoS attacks that send a flood of data to web servers. In this case, the center's phone systems were flooded with thousands of bogus calls that appeared to come from Moscow, in order to prevent legitimate callers from getting through.

As the attackers opened up breakers and took a string of substations off the grid, they also overwrote the firmware on some of the substation serial-to-Ethernet converters, replacing legitimate firmware with their malicious firmware and rendering the converters thereafter inoperable and unrecoverable, unable to receive commands.

After they had completed all of this, they then used a piece of malware called KillDisk to wipe files from operator stations to render them inoperable as well. KillDisk wipes or overwrites data in essential system files, causing computers to crash. Because it also overwrites the master boot record, the infected computers could not reboot.

Russian Air Defense Officer Got a St. George’s Cross IV Degree: Was It for MH17 or Ukrainian Su-25 and An-26?

Serviceman’s collar insignia show his belonging to the air defense forces. Place of residence and the type of troops point us at the 53rd air defense brigade of the Russian Federation’s armed forces, which is also mentioned in the investigation team’s reports about MH17 crash.

One of the pictures from his album shows a medal – Cross of St. George of IV Degree. This is a pretty valuable award of the Russian Federation. And a person can get it only gradually – from the lowest degree to the highest one.

It is noteworthy that this award is missing in the photos from the prom. But it appears in the pictures from the wedding which took place on October 10, 2015. It is obvious that the officer was awarded somewhen in between 2011-2015.

The current investigation was already published on the private Facebook page of our OSINT-expert Mikhail Kuznetsov on January 4, 2016, in order to check up the reaction of the Russian side. Despite the fact that the article had no wide media coverage, a couple of hours after the publication we noticed some urgent cleanup of the mentioned serviceman’s data and account. Later the account was restored with updated pictures. The photos with the medals were deleted and this can be an indirect confirmation of our hypothesis that Konstantin indeed participated in special operations in the war in Donbas.

Following the publication, the volunteers of InformNapalm were addressed by the Bellingcat journalist group with a request to hide the information gathered by us. The reason for this request was that they were going to publish their own report on MH17 crash. Taking into account that the information about the officer’s awards is now available only in the archives we’ve made and FSB has finished Konstantin Mishkin‘s photo album cleanup, we decided that there is no sense in deleting the found data. The gathered information will be investigated in detail and disseminated in the media in order to identify additional indicia of war crimes of the Russian armed forces in the Donbas. The Russian secret services by their panic actions provided us with additional facts and affirmed the proverb saying ‘liar, liar pants on fire’. Setting ‘pants’ of the Russian servicemen on fire, InformNapalm ensures the inevitability of punishment.

Sojenje je povsem slučajno potekalo v Donetsku, Rusija. Verjetno, da ni preveč očitno, da gre za ugrabitev čez državno mejo.

Oklepna brigada naj sicer ne bi bila stalno nameščena, ampak naj bi šlo za stalno rotacijo sil. Bodo pa imele ZDA s tem v Evropi tri polno popolnjene bojne brigade s po okoli 4200 vojakov. ZDA imajo sicer v Evropi stalno nameščenih okoli 62.000 svojih vojakov.

Tudi če ne bi bilo sankcij bi Rusi vseeno trpeli, zaradi tega, ker se je cena nafte in plina več kot prepolovila. To pa pomeni za državo kjer je 50% ekonomije ravno nafta in plin velika nacionalna katastrofa.

Tako da, Ruska moč je na trlih temeljih, preveč odvisna od rudnih bogastev in nima ravno diverzificirane ekonomije, da bi taka nihanja blažila.
no pa saj kaj drugega od države, ki ima velikost ekonomije na ravni Italije in populacijo manjšo od Bangladeša ne moreš pričakovati.

Hočete ali nočete, tretji krog propada se je dolgo nazaj začel in nič ga ne bo ustavilo. To je dejstvo. Pospešek je dobil pa po letu 2014.
